CA Oil & Gas are looking for a Proposal Manager for an engineering and construction Oil & Gas company. This is an onshore position in Dubai, Expats are welcome to apply for this vacancy.
Department:
Will be working for a division of a group of companies, based in Dubai, the regional office. It will also involve travel around the Middle-Eastern region. The engineering & construction division is seeking a high performing Proposal Engineer to join their business development team.
Reports to:
General Manager.
Key Purpose of the Role:
The Proposal Engineer will be responsible for the preparation, coordination, production, quality control and timely submission of all assigned proposals.
Responsibilities and Tasks:
1. Review Requests for Proposals (RFPs) and identify clarifications required
2. Develop plans and schedules for the production of proposals
3. Assess and communicate risks associated with technical, financial and other aspects of developing each proposal
4. Manage Direct Reports, Coordinate input and involvement of team members, proactively communicating requirements and following up to ensure team members have clear commitments, all contents are developed on time and the commercial interests of the business are protected
5. Develop and maintain database of critical proposal data including pricing and capabilities.
6. Obtain feedback on issues and best practices on an ongoing basis, incorporate these into future proposals and communicate lessons learned with team members
7. Develop efficient relationships and working processes with other departments (Engineering, Legal, Administration, etc.) to ensure a smooth process of developing proposals
8. Manage relevant company vendors and develop service level agreements for efficient execution of the relevant services
Qualifications:
1. Bachelors Degree or equivalent academic or professional qualification
2. Minimum of 5 years experience in a project development or engineering field
3. Specific experience of preparing complex budgets, schedules and cost estimates
Competencies:
1. Outstanding written and spoken communication skills with a successful track record of producing winning proposals for Construction and Engineering projects in the Oil and Gas Sectors
2. Proactive, energetic and positive leadership skills with the ability to engage and motivate a diverse group of professionals including Engineers, Project Managers and Consultants
3. Good understanding of prices and specifications of requirements for construction in the energy sector
4. Strong experience and awareness of key negotiating points and other commercial sensitivities of proposal documents
5. In-depth expertise and experience of using Microsoft Office
6. Excellent organizational and time management skills with proven ability to prioritize multiple tasks and deliver to tight deadlines under time pressure
7. Team player who thrives on working with and mobilizing a culturally and functionally diverse team
8. Ability to travel and work additional hours and weekends in order to meet proposal deadlines
