E&C Project Manager - Oil & Gas - Onshore - Dubai - Middle East

CA Oil & Gas are looking for a Project Manager for an engineering and construction Oil & Gas company. This is an onshore position in Dubai, Expats are welcome to apply for this vacancy.

Department:
Will be working for a division of a group of companies, based in Dubai, the regional office. It will also involve travel around the Middle-Eastern region.

Reports to:
Vice President of Projects.

Direct Reports to:
Nominated Project Team Members.



Key Purpose of the Role:
To be responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects within budget and on time, ensuring consistency with quality standards and company strategy, commitments and goals.


Responsibilities and Tasks:
1. Plan, organize and direct the activities of all the disciplines involved in execution of the project.

2. Identify and manage project dependencies and critical path, and estimate the resources and participants needed to achieve project goals.

3. Develop and implement the detailed project specific procedures, execution plans and communication documents such as schedules, milestones, manpower plans, status reports, quality, HSE, etc. to ensure all project strategies are being executed and realized.

4. Proactively identify risks, and devise contingency plans.

5. Try to anticipate potential changes in scope, and participate in preparation of estimates for changes to the project.

6. Ensure the availability of all other resources required for project execution.

7. Develop, maintain and control the project operational budget, to ensure cost control and maximize profitability.

8. Continually manage project expectations in a timely and clear fashion with team members, management and the counterparts at the client and other stakeholders.

9. Organize and chair project co-ordination / review meetings.

10. Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas.

11. Prepare and submit project management plan, progress reports, proposal requirements, documentation and presentation to management as required.

12. Monitor and assess the performance of sub-contractors.

13. Establish and maintain good relationship and communication with the client.

14. Attend where required site visit meetings and pre – tender meetings.

15. Check and approve project deliverables as required by the project EHS / Quality Plan / Procedures as well as develop and implement the project specific plans.

16. Prepare and assist others in preparing purchasing documents, ensure that EHS/Quality requirement are included and obtain appropriate approval on the purchasing documents.

17. Initiate the contract review by collation and dissemination of contract documents to all key project personnel, respond to queries and comments and ensure that all specified requirements and company obligations are fully understood and satisfactorily completed.

18. Delegate tasks and responsibilities to appropriate personnel, distributing brief job descriptions where appropriate, to make sure all project staff are aware of associated contract roles and responsibilities.

19. Ensure team building and maintain professionalism and competence of the project task force team, including safety, quality and cost control, scheduling, productivity and workmanship.

20. Coach, mentor, motivate and supervise project team members and contractors and influence them to take positive action and accountability for their assigned work.

21. Co-ordinate regularly with the Manager of Projects to ensure maximum utilization of project personnel and best performance of their assignments.

22. Determine and assess need for additional staff and/or consultants and request from the Director of Operations the appropriate recruitments if necessary during project cycle.

23. Provide guidance on complex / technical problems for the project and assist in estimates for proposals for other related jobs.

24. Cultivate and maintain post project relationship with the client / sub-contractor counterparts to support business development.

25. Develop a close out report upon project completion to provide a valuable addition to the library of “lessons learnt” good and bad.

26. Address and monitor customer feedback/complaints and quality matters, coordinating regularly with the Manager of Projects.

27. Organize feedback on subcontractor’s performance at the end of the project.

28. Co-ordinate training and development of the project personnel, including annual appraisal.



Qualifications:
1. Solid Engineering education

2. At least 10-15 years track record of successfully managing high profile contracting projects with major companies in the oil and gas related engineering and construction sector

Fluent in English, spoken Arabic would be an advantage.

1. Able to plan, execute and deliver projects on time and to budget

2. Mature and respected leader with ability to manage diverse teams and resources

3. Results focused, able to prioritize and make decisions appropriately under complex conditions and situations.

4. Strong technical knowledge of engineering and construction, and preferably oil and gas facilities

5. Ability to manage large budgets and complex plans

Ability to travel frequently to Project Site when required


Compensation:
An attractive and highly incentivized compensation based on project and teams’ success will be offered in line with the outstanding candidate’s skills and experience.


Salary: Negotiable.
